The Landlord-Tenant Partnership Program makes accepting Housing Choice Vouchers profitable and easy for landlords and more successful for tenants. The Housing Choice Voucher program, commonly known as Section 8, is a HUD subsidized income-based program that provides rental assistance for low-income families.


How does the program work?

Thrive Asheville’s Landlord-Tenant Partnership Program connects with potential landlords, guides them through the process accepting Housing Choice Vouchers and facilitates culturally competent support. Landlords can access opportunities to network with other landlords and participate in relevant training. Thrive’s Landlord-Tenant Partnership Navigators help both tenants and landlords move through the process more quickly.

The Landlord Tenant Partnership Program is a partnership between Thrive Asheville, the Asheville Housing Authority, the tenant, and the owner/landlord of the rental property.

When a landlord chooses to join the program, Thrive Asheville provides them with a $2000 financial bonus to cover the costs of joining the housing choice voucher program, including the time invested in learning and matching with the right tenants. To offset the risks associated with renting, landlords can access up to $5000 indemnification/unit. Once a landlord is approved, Thrive Asheville then works with the Asheville Housing Authority to match them with tenants using housing choice vouchers. The voucher holders who are moving directly from housing owned and managed by the Asheville Housing Authority (e.g. Deaverview, Hillcrest, Pisgah View, etc.) are eligible for security deposit assistance paid through HACA.
