Thrive’s Landlord-Tenant Partnership is a win-win solution that addresses the needs of landlords and tenants and takes aim at Asheville’s affordable housing crisis.

The Landlord-Tenant Partnership Program makes accepting Housing Choice Vouchers profitable and easy for landlords, and more successful for tenants. The Housing Choice Voucher program, formerly known as Section 8, is a HUD subsidized income-based program that provides rental assistance for low-income families. With individualized support for landlords, accepting Vouchers is:

Our landlord navigator will guide you through the process, and expedite the tenant matching process to meet your timeline.

More Profitable:

Vouchers are competitive with market rates, and are direct deposited to your bank account each month. Also, we offer a bonus up to $2000 for joining the program.

More Protected:

Our team works with tenants and landlords to prevent deferred maintenance issues, and ensure that your property is well maintained. We provide security deposits, and offer damage mitigation insurance.

STEP-BY-STEP GUIDE TO BECOMING A LANDLORD IN THE LANDLORD-TENANT PARTNERSHIP PROGRAM

 
 

1. Let’s connect

So you’re interested in making a difference in your community?

Our Landlord-Tenant Partnership Landlord Navigator will set up a 1:1 conversation with you to describe the program and determine if your property is a good fit.  Contact Iris Flovin at iris@thriveasheville.org.


2. Select a tenant

Your Landlord Navigator will send you a list of tenant referrals from HACA that best match your property and needs. You will use your standard process to select a tenant that you feel comfortable with and one that you believe has the best chance for success in your property.

3. Fill out some forms, and you’re almost there

Upon selecting a tenant, you will fill out the following forms with the tenant.

Request For Tenancy Approval (RFTA) Packet Includes:

  • Owner’s Certifications

  • W-9

  • Lead Paint notification

  • Declaration of Property Ownership

  • Violence Against Women Act notification


4. Inspection

An inspection is scheduled when the RFTA is approved, and the landlord will meet the inspector at the property. If the inspection passes, the lease can be signed right away.

All utilities must be on and working + appliances plugged in at this appointment.


5. Sign the lease and pass those keys!

Time to meet with the tenant and the Landlord-Tenant Partnership Navigator to sign the landlord-generated lease (like you would with a private-market tenant) and pass the keys. Rent payments are prorated to the date the lease is signed. For that reason, lease-signing should happen on the day that you expect your tenant to move in. The lease date and the move in date need to be the same in order to successfully complete the Housing Assistance Payment (HAP) Contract facilitated by HACA. This HAP Contract must be signed within 30 days to ensure that you receive payment.


6. Get paid

The first payment is prorated for any portion of the previous month (from the lease-key date) when the unit was occupied by a tenant and the next month’s rent. Due to financial processes within HACA, leases signed after the 25th of the month will not be paid until the following month and will include two full months in addition to the prorated first month. Landlords can also expect the security deposit as a separate check regardless of lease-key date.
